Each user belongs to a user group and each user group has a set of rights. The superUser right can be selected from the userGroup editing dialog under RUL section.
If the "RuleFactoryRule Factory Master" right is selected and all its required functionalities required, then the user belonging to this group will have full editing wrights on rules definitions.
